Description:

Ellen Black Winston (1903-1984): Ellen Black Winston served as North Carolina Commissioner of Public Welfare prior to her appointment as the first United States Commissioner of Welfare. Dr. Winston also served as NCSU Friends of the Library President from 1971-1973. In 1974, the state awarded Winston with the North Carolina Award for Public Service.
